Senior presidential adviser and deputy chair of the Presidential Legal Policies Council, Mehmet Uçum, announced that Turkish President Recep Tayyip Erdoğan is expected to seek another term in a projected early election on April 16, 2028.
The announcement has set off intense political discussion, clarifying both the timeline and the legal mechanics behind what is anticipated to be Erdoğan’s final presidential run.
The Significance of April 16
According to Uçum, the target date of April 16, 2028—which would bring the election forward by roughly three weeks from the constitutionally scheduled date in May—carries distinct symbolic weight. That date marks the anniversary of the 2017 constitutional referendum, which successfully transitioned Turkey from a parliamentary system to an executive presidential system.
The Constitutional Pathway to a Third Term
Under current Turkish constitutional law, a president is traditionally limited to serving a maximum of two terms. However, an explicit legal exception allows for a third run if the Turkish parliament votes to call early elections during a president’s second term.
For an early election to proceed under this mechanism, a threshold of 360 lawmakers out of the 600-seat parliament must vote in favor. While Erdoğan’s ruling Justice and Development Party (AKP) and its nationalist ally, the MHP, currently control 326 seats, achieving that 360-vote threshold would require a degree of cross-party parliamentary consensus.
A Definitive Final Campaign
Uçum explicitly noted during his remarks that this would mark President Erdoğan’s final candidacy. Erdoğan has dominated Turkish politics for over two decades, initially serving as Prime Minister starting in 2003 before being elected president in 2014, and subsequently winning re-election under the executive system in 2018 and 2023.
While opposition parties have yet to formally respond to the suggested April timeline, the announcement cements the ruling coalition’s intention to keep Erdoğan at the helm through the end of the decade.
